PSUs can be mounted any way around that you like. With the TJ, if you can mount it at the bottom of the case, I'd suggest it. A lot of cases do that now.
The PSU used to be the exhaust fan in ATX designs, but now, it heats up quite a lot on average, and you don't want it pulling air that's already hot, from the CPU, so mounting it at the bottom, especially if the intake fan for the PSU points out of the case, means it gets its own supply of air, and should keep its heat seperated from the rest of the computer. Yea, i don't think that should be an issue, the inside my case is very cool so if i have the PSU fan intaking case air it would be taking in slighly above room temp air.
I have a thermal probe on the PSU and i'm going to monitor it's temps and if it starts getting warm warmer than my current PSU i'll flip it over and try to have it intake air from the bottom through that grill. Thats not the point really, when I flipped it back the dust flopped onto some connections and blew up my PSU.
