It is normally not there when I first turn the PC on, but then appears. I haven't managed to figure out what I'm doing that causes it to start but once it's there the only way to get rid of it is to reboot - but that's only temporary as it comes back pretty quickly.
I've attached a few pics, you can see that it is "on top" all the time and usually covers over all sorts of handy sections of the system so I have to move windows around to get to what is behind this box.
Any ideas how to get rid of it? I've searched a bit on this over the last few months and have seen some suggestions to do with the Language box which I can't find the process they suggest to cancel , and some to do with the ATI video, which I don't think I have , am open to all suggestions though as it's driving me nuts!

I would recommend you to perform Clean Boot. Placing the computer in a Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. I have checked all her processes and there is nothing running out of the ordinary. What did you use to check the processes? Malware, including viruses, will often mask itself such that it's invisible to the normal Task Manager or is only seen as svhost.
I'd run a scan. If it comes back up, try rebooting in safe mode to see if it happens. This will tell you if there is something during the third party programs loading during start up. You can trouble shoot from there. And to be on the safe side; run AV on it and check the registry.
